18° Convention annuelle de TRANS.CITE |

 La 18ème Convention annuelle de TRANS.CITE, qui s’est déroulée à Bandol les 25 et 26 septembre derniers, a réuni un grand nombre d’élus et de professionnels du transport public autour du thème « équation financière et développement durable, à la croisée des réflexions ».
Après une synthèse des débats instruits lors de la convention 2006 sur la maîtrise de l’équation financière et de ses impacts sur la mobilité, un nouveau chantier a été ouvert par Christian de Perthuis, directeur de la mission climat au sein de la Caisse des Dépôts, qui a notamment rappelé l’interaction très forte entre Développement Durable, Transport et Aménagement Urbain. Il a également présenté aux élus de TRANS.CITE la démarche des projets domestiques initiée par la Caisse des Dépôts afin d’aider au financement des opérations innovantes en matière de réduction de gaz à effet de serre. Une riche actualité a donné l’opportunité à Philippe Segretain, président du groupe Transdev, de présenter une mise en perspective de la situation du Transport Public et de ses acteurs dans le contexte français et européen (aboutissement du texte sur le cadre législatif européen, loi sur le service garanti). Joël Lebreton, directeur général du groupe Transdev, a ensuite développé les axes de réflexion que le Groupe TRANSDEV pouvaient apporter dans le débat du Grenelle de l’environnement pour une politique de transport, au niveau local, soucieuse du développement durable (provoquer un transfert de la voiture particulière vers les Transports en Commun en améliorant significativement les TC et en rendant l’usage de la voiture moins attractif). |

TRANS.CITE meeting - Genoa |

 On March 15 and 16, Genoa hosted the TRANS.CITE major cities meeting on the theme of intermodality, chaired by Charles-Eric Lemaignen, chairman of the Orléans Val de Loire metropolitan area, with Giuseppe Pericu, mayor of Genoa, and Jean-Marie Bockel, senator and mayor of Mulhouse, also attending.
Discussions focused on the various responses that can be made by the TRANSDEV group to questions raised by the issue of mobility in large urban areas. To illustrate this: - Albert Mahé, deputy mayor of Nantes, presented the BusWay® in Nantes. - Jacques Chiron, deputy mayor of Grenoble, presented the use of reserved bus lanes on the motorway in Isère. - Jean-Marie Bockel, senator and mayor of Mulhouse, presented the city’s tram-train. This meeting provided an opportunity to continue discussions about the public transport financing that took place in Lisbon in October 2006 and was of particular interest to the representatives of Genoa, a city with a complex multimodal network (metro, funicular, tramway, bus). |

Medium-Sized Cities Commission - Ajaccio |

 Simon Renucci, member of parliament and mayor of Ajaccio, welcomed TRANS.CITE's medium-sized cities commission on April 5 and 6. The meeting was chaired by Yves Guldner, deputy mayor of Forbach, and attended by Brigitte Barèges, member of parliament and mayor of Montauban.
This commission provided an opportunity discussion on the general theme of the overall economy of transport. The participants took particular interest in exclusive-site achievements and projects, examples being the BusWay® in Nantes and projects in Saint Brieuc, Montauban and Thionville. The issue of contractual mechanisms and partnership balance was tackled, using the example of the Melbourne network. Workshops, run by a two-person councillor-technician team, enabled work to be carried out on contract frameworks and, in particular, questions to be asked about two primary issues: how, during a project, can transport network development and innovations, the duration and extent of investment, and risk management be integrated into contract frameworks? To what extent can agreements be updated? The discussions were rich and fruitful, highlighting various questions about public contract law. This year once again, the medium-sized cities commission was a real success and yet again enabled us to focus on exchanging experiences. |
